Normally when a website is built for a residential development, it is created by a resident, very often as a free service. Invariably however, the resident moves away from the development leaving users without the ability to modify or continue the development of the site. A resident could also be in the position to exploit the web site by airing his own grievances.

Those that are not created by the residents are often created by the managing agent in which case residents are wary of negative comments being edited or removed by the managing agent.
